Offenbach is definitely a latecomer when it comes to public charging options: the Hessian city only initiated an appropriate procedure in 2023. Following that, operators EVO, EZE.Network, and Qwello were awarded the contract to build and operate charging stations — and these are now ready at the first 20 locations.
A total of up to 50 public charging station locations are planned in Offenbach. Particularly in multi-family housing areas and densely populated neighborhoods, there’s often no possibility to set up private charging infrastructure. “That’s why it’s important to me that we enable the expansion of charging infrastructure by private operators in public spaces to facilitate access to charging opportunities. The city only provides suitable public areas and bears no financial risk,” says Mayor Sabine Groß.
Offenbach regulated this approach in 2023 through its “Directive on the Granting of Special Street Use Permits for the Installation of E-Charging Stations in Public Spaces.” This procedure is intended to ensure that the supply of charging stations always meets demand and that charging stations are only installed on public areas deemed suitable in the long term.
This way, the investment by station operators can pay off, and the continued rollout of charging infrastructure can proceed fairly, in an organized manner, and with legal certainty.
As part of the process, the operators Qwello, Energieversorgung Offenbach (EVO), and EZE Network were awarded contracts to set up public charging stations in Offenbach. Initially, charging points at 50 locations are targeted. Following the so-called “polygon principle,” the city area was divided into 40 sub-areas, each managed exclusively by one of the operator companies.
